  18. <p>     When the Navy claimed that the 1989 gun-turret explosion
  19. that killed 47 sailors on the battleship U.S.S. Iowa was "most
  20. probably" caused by sabotage, its investigation was widely
  21. criticized as sloppy and its conclusion as unjustified. Last
  22. week testimony by the General Accounting Office gave the
  23. critics strong support. The GAO found that the disaster may not
  24. have been triggered by a crewman, Gunner's Mate Clayton
  25. Hartwig, as the Navy hypothesized.

  27. <p>     In tests conducted at Sandia National Laboratory in
  28. Albuquerque, the GAO discovered that the 94-lb. powder bags
  29. used in the Iowa's 16-in. guns could ignite if rammed into the
  30. breech at high speed. More significantly, traces of calcium and
  31. chlorine found in the cannon did not prove that the blast had
  32. been set off by a saboteur's detonator; similar residues were
  33. detected in the gun turrets on two other battleships. After
  34. confirming the GAO tests, the Navy suspended live cannon fire
  35. on all four of its battleships and reopened its investigation
  36. of the Iowa tragedy. Physical evidence showed that the powder
  37. bags were rammed into the gun at the normal, slow speed. More
  38. tests will be conducted to try to resolve the discrepancy.
